Will I have to be investigated by the Gardai?

No, you won't. When you first join a target shooting club you don't have to buy a rifle in most cases, so there's no contact between you and the Gardai. If and when you decide to buy your own target shooting rifle, there are some forms to fill out, but it's no more onerous than applying for a driving licence.
